Should you be able to see all Owned channels for an account with an Internal YouTube Data API App?

I currently have a project where API is use is limited to ONE channel only and I am the Primary Owner on that channel. The project is set to internal, but only my primary channel shows up through the API calls, not my other owned channel. Is this expected behavior? The documentation makes it seems like I should be able to see ALL of my Owned Channels with an internal project. Has anyone else run into this and resolved it?
