Need help in accessing YouTube Content ID API for CMS Account

Consider the following scenario:

I have a main google account (X), to which multiple channels (A, B, C, D, E and X itself) are mapped on YouTube.X itself has less than 1,000 subscribers and is not eligible for YouTube Partner Program or monetization.However, all the other channels (A, B, C, D and E) which are mapped to X, are eligible for YouTube Partner Program, and at least one or more of these channels are actually a part of the YouTube Partner Program as well.

I am currently managing videos/broadcasts/livestreams for all of these channels by making use of the credentials which are generated from the Google Developer Console from the account X (YouTube Data V3 API) and it seems to work fine.

Now, along side with this, I also want to enable monetization for each YouTube video/broadcast as well during their creation. I understand that I will need to handle & create some resources like assets/policies/claims/rights management etc. in order for me to enable monetization for these channels. From the available documentation, it seems clear that I will need access to the YouTube Content ID API in order to perform such operations. (https://developers.google.com/youtube/partner)

However, the issue is that I am unable to find this API in the Google Developer Console for account X (attached screenshot). Screenshot from Google Developer Console, for account X

As per YouTube:

Note: The YouTube Content ID API is intended for use by YouTube content partners and is not accessible to all developers or to all YouTube users. If you do not see the YouTube Content ID API as one of the services listed in the Google API Console, see the YouTube Help Center to learn more about the YouTube Partner Program.

How can I get access to the YouTube Content ID API? Should X also be eligible for YouTube Partner Program in order for this to work or is it okay if any one of my linked channels/accounts is a part of the YouTube Partner Program (they already are, but I am still unable to find the YouTube Content ID API in the Google Developer Console)?
