Is it ok to grant access to all app pages except of one special page?

Is it ok to grant access to all app pages except of one special page?For example, an app that contains 3 pages, "Hot", "Random", "Search". all of the pages including the same videos, the different is just the sorting. The "special page" is the "Hot" page that sort all of the newest videos (which can be found in the "Random" page or by the "Search" page).

Is it ok for the YouTube-API Policy if the app grant access to this page only after upgrade to "Gold user"?

I tried to get any information / contact support about the YouTube terms, the only reference I see in the YouTube website is StackOverflow
